Yuri grew up an orphan and ward of the state in a fictional California city by the name of Telluride. Telluride was a city heavily divided over economic lines, where both the extremely wealthy and the extremely poor existed side by side. Being the latter, Yuri experienced first-hand the effects of institutionalized corruption in both government and law enforcement on the underprivileged. Though never formally adopted, he stayed with the same foster mother (who ran an informal sort of orphanage) and in the same community his whole life. He was fiercely protective of that community, racking up a juvenile record full of petty offenses as he tangled with corrupt police officers and other hoodlums to keep them out of his neighborhood.
Yuri didn’t think much when the first kaiju hit; it was the after effects that stayed with him. As money suddenly needed to be funneled into defense against the kaiju, many state and federal programs that the lower-income inhabitants of his home depended on received massive cuts. The final straw came in 2018, when a level 2 kaiju attack showed massive flaws in the public safety planning in Telluride due to official corruption and money-siphoning. Yuri’s community was devastated, and the next two years he help rebuild the scraps and care for the survivors, all the while watching the trial of the man who orchestrated it all.
The corrupt official was judged guilty, but the sentencing was such that he’d never see a day in jail. Seeking justice, Yuri found him. and murdered him.
He left town immediately and took the drift compatibility test, passing it with flying colors. He did six months in the other Jaeger Academy--an excellent candidate, except for some attitude problems. Eventually, these problems resulted in him getting into more serious trouble (I’d like to keep this vague, in case CR ever fills in the details--probably some sort of fight. Not serious enough to be kicked out for, but requiring some serious punishment). He was transferred to Valparaiso both as a punishment--to be knocked down to the bottom of the ladder--and to hopefully straighten him out.
